Make your rates easier to apply.
Turn an approved rate sheet into a quote-calculator brief, with worked arithmetic, input rules and checks before anyone uses the result.

The same job should not get three estimates because three people read the rate sheet differently. Make the pricing rules explicit before building the screen.
Separate the calculation from the decision
A useful quote calculator applies approved rules to explicit inputs and shows how it reached its result. Start with one service, one rate-sheet version and a small set of quantities. Keep discounts, unusual scope and other judgement calls with the person responsible for pricing.
Make the first version internal. Its result is a draft estimate for checking, not an automatically issued quote. Display the rate-sheet version so another person can reconstruct the calculation.
Take one completed example and calculate it by hand. If colleagues disagree about the formula, resolve the policy before asking AI to build an interface.
